Sir, I am working in a central government department and residing in the area not covered by any CGHS dispensaries .

My son was having some ENT problem (CSOM ossicular discontinuing). On doctor’s advice he admitted in a private hospital (recognized by CGHS) for ear surgery. The Hospital is empanelled for single super specialty (ENT with specialized surgeries) by the CGHS as per their O.M..


Sir I had filed a claim for medical reimbursement Rs.12000/-(including Rs.8500 indoor/operation charges+3500 for cost of medicines) as a normal procedure like claim of government hospital. 

Now, the departmental authority is asking for a certificate of emergency. They are saying that one can get treatment from the recognized hospital only after prior permission from the head of department and this can be relax in the case of emergency only.

Because I have not get any certificate of emergency from the doctor and also not having prior permission from the HOD; in this situation Kindly advice;-

1. Whether, I can get reimbursement of my full claim?
2. Whether, administrations can deny sanctioning the claim of  indoor/operation charges.
3. or they can reject the full claim

Generally during hospitalization case the CGHS beneficiary gets an estimate from the hospital concerned(CGHS recognized) and accordingly the advance is released from the office and accordingly a check is issued to the hospital. But during temporary permit to other city if a patient(e.g. card holder's dependent) is advised for hospitalization at the destination city , then how he may process for medical advance ? Although the employee can pay money and later on submit the claim at the source city /HOD through medical 2004 claim form / Reimbursement but can he get the advance earlier.
Kindly clarify this issue.</description>

Since there is no CGHS dispensary in nearby area I got my CGHS card made for Vivek Vihar (New Delhi) after paying Rs.18000/ as whole life subscription. Now I find it very inconvenient to go to either RML or GTB hospitals for day to day treatment in OPD. It is understood that CGHS dispensary of Ghaziabad normally refers to pvt hospitals of Ghaziabad which provide treatment to pensioners on cash free basis, directly billing to Govt. Now my querry is " (a) If it is wise to change  to GZB dispensary for better and less crowded facilites avalable at pvt hospitals. (b) What could be the pros and cons in worst scenario?  (c) What is procedure for changing the disp.
